Proposed Town Centre Regeneration

Bedford is set to deliver an ambitious programme of work focused on using publicly owned assets to regenerate Bedford town centre. 

The One Public Estate (OPE) Programme aims to encourage owners of public sector assets to work together to make better use of their combined assets. The aim of this is to create economic growth; establish more integrated and customer-focused services; generate capital receipts; and reduce running costs.

In 2016, Bedford Borough Council alongside other public sector partners was successful in obtaining funding to help bring forward viability studies and masterplans for identified sites; this is the work that is now being undertaken.  The focus is on creating jobs, supporting existing and new businesses, bringing forward housing delivery, supporting and giving confidence to private sector developers and investors and encouraging developments that need a shared vision and strong leadership in order to move forward.

 

Draft Masterplan and Consultation

The programme is focussed on important inner urban areas of Bedford – immediately south and west of the Town Centre.  The pattern of land ownership is a mix of public and private sector.  There are significant opportunities to regenerate these areas and make an important BTS aerialcontribution to supporting the growth and development of Bedford.

Under the OPE programme, we are developing a master plan for the Town Centre South area of Bedford.  The master plan will help us shape the growth of the town including new homes, workspaces and shops.

The master plan will provide options for housing development on sites with one or more public sector owners.   In this process, we have assessed the capacity and land use mix of development sites to help inform the emerging Bedford Local Plan 2035 and the delivery of brownfield sites within the urban area of Bedford.

We are currently consulting on the master plan and would welcome your views.

 

The Consultation Process

What Happens Next?

Once the consultation is closed we will consider carefully all the responses that have been received. The responses will inform and support the content of the draft Local Plan 2035. Harpur Centre Shopping Mall

Tellon Capital, the new owners of the Harpur Shopping Centre in Bedford town centre, have announced plans  that they are investing £5m into the Centre which includes increasing the retail/A3 footprint by 15,000sqft in order to attract larger national retailers as well as improving the public realm areas surrounding the centre in particular Midland Road and Horne Lane.

The property comprises a modern covered shopping centre totalling 217,029 sqft of commercial space which is directly opposite the new Riverside Bedford residential and leisure development scheme.  Tenants include Boots, Primark, Pandora. New Look and Superdrug.  The purchase has given Tellon Capital an excellent opportunity to secure a dominant shopping centre with considerable growth potential. The completion of the Riverside Bedford scheme will increase footfall considerably through the centre (which already has an annual visitor total of 9 million) whilst a reconfiguration of the unit sizes and layouts will attract larger retailers and improve the tenant mix.
