Out of Hours Service

The Council is proposing to end the Out of Hours Noise Service which operates annually during June, July and August only. This proposal will generate savings in staff costs which relate to the provision of the out of hours service on Friday and Saturday evenings during the summer period. The revision of certain agency and non-salary budgets will also be rationalised to provide resources that can be targeted to requirements.

Out of hours noise complaints received over the period of operation (i.e. June – August, 9.30pm to 2am, Friday and Saturday nights) each year in 2014, 2015 and 2016:
o 2014 = 116
o 2015 = 137
o 2016 = 128
NB: There has been no use of formal powers in the past 5 years according to records held. The service of an abatement notice out of hours requires the attendance of the Police if required based on the risk associated with the service of notice at that time of day.

The out of hours noise service previously operated all year around.  A decision was taken in 2009/10 by Members to reduce the service to June – August each year, this decision was taken due to a lack of demand on the service and budget constraints at that time.
