Public Spaces Protection Order

Bedford Borough Council is proposing to remove early repayment discounts for fixed penalty notices issued under the Anti-Social Behaviour, Crime and Policing Act 2014, Section 59, Public Spaces Protection order as detailed in Table below.

* Bedford Borough Council may choose in the future to increase the currently FPN charge of £75 in line with maximum penalty available (£100).

Bedford Borough Council is proposing to remove the early repayment discount for Fixed Penalty Notices

as listed above (Table 1) as this will act as a further deterrent to those who commit Environmental

Offences and will support the Council’s zero tolerance approach to Environmental Crime.

 

This proposal will affect the following offences:

Dog Exclusion Order - The effect of the Order is to make it an offence for a person in charge

of a dog to permit the dog to enter or remain on any land to which this Order applies.

Dogs on Leads Order - The effect of the Order is to make it an offence for a person in charge

of a dog to fail to ensure that a dog is kept on a lead on any land to which the Order applies.

The Dogs On Leads by Direction Order - The effect of the Order is to make it an offence for a

person in charge of a dog to fail to put that dog on a lead under the direction of an authorised

officer on any land to which the Order applies.

The Fouling of Land by Dogs Order - The effect of this Order is to make it an offence for a person

in charge of a dog to fail to remove faeces forthwith from any land to which the Order applies.

PSPO cycling - No person shall cycle/ride bicycles through the main pedestrian area of the town

centre between the designated times (09:00hrs and 18:00hrs) as specified.
