HMO Licensing

Bedford Borough Council renews Additional HMO Licensing scheme until May 2023

Bedford Borough Council has decided to renew its Additional Licensing Scheme of 'Houses in Multiple Occupation’ (HMOs) for a further five years, following the success of the current HMO scheme which has been in effect since May 2013.

The Additional Licensing Scheme of HMOs includes a range of properties such as those which are occupied by 3 or more unrelated occupiers sharing certain amenities such as kitchens and bathrooms and properties defined as section 257 HMOs consisting of self-contained flats converted before 1991 where more than a third of tenancies are short hold.

Cllr Colleen Atkins, Portfolio Holder for Community Safety and Regulatory Services, said: “The Council prioritises the safety of its residents and this includes providing accommodation that meets acceptable housing standards. Since May 2013, when the Additional Licensing Scheme of HMOs was first introduced, the Council has seen an improvement of broad compliance for fire safety and management practices from 62% to 85%. We urge any landlord who thinks they may be affected to contact our HMO Licensing team.”

Operating an unlicensed HMO is an offence that carries, on conviction, an unlimited fine or a civil penalty of up to £30,000.

The Council will be renewing the scheme on the 17th May 2018.  In the meantime the existing scheme will continue to operate. Please email hmolicensing@bedford.gov.uk for further information.
