Four fined £665 for littering

Four people have been fined a total of £665 for littering in Bedford Borough.

 

All four cases were heard at Bedford Magistrates on Wednesday 6th November after each defendant was seen dropping litter by council enforcement officers.

 

Ms Jalanta Rybicka, 47, of Bedford Road, Bedford did not attend Magistrates and was found guilty of littering on Midland Road in April 2013. Ms Rybicka had been stopped by an officer for dropping a cigarette end and was issued a Fixed Penalty Notice. The Magistrates fined Ms Rybicka £200 and ordered her to pay costs of £161.50 and a victim surcharge of £20.

 

Mr Michael Creaney of Bath Road did not attend Magistrates and was found guilty of littering at Oasis Beach Pool Car Park, Cardington Road in April 2013. Mr Creaney was seen dropping a cigarette end from a moving vehicle and following enquiries he was issued a Fixed Penalty Notice. Mr Creaney was fined £200, ordered to pay costs of £156.00 and a victim surcharge of £20.

 

Mr Antonio Fernandes, 54, of Station Road, Bedford appeared before Magistrates and pleaded guilty in relation to two offences of littering on St Loyes Street in April 2013. Mr Fernandes had been stopped by an officer for dropping an item of litter and then dropped a cigarette end while being issued his original Fixed Penalty Notice.

 

The Magistrates took into consideration Mr Fernandes financial circumstances and fined Mr Fernandes £75 for dropping the original piece of litter and a further £75 for the cigarette end. Mr Fernandes was also ordered to pay costs of £189 and a victim surcharge of £20.

 

Mr Alimam Abdullahelkidlir, 40, of Hurst Grove appeared before Magistrates and pleaded guilty to littering on Mill Street in April 2013. At the time of the offence Mr Abdullahelkidlir failed to provide his details to an authorised officer.

 

Magistrates took into consideration Mr Abdullahelkidlir financial circumstances and they fined Mr Abdullahelkidlir £75 for the offence of dropping litter. The Magistrates also took into consideration his non compliance at the time of the offence, and a fined him a further £40 for the second offence of failing to provide his details. Mr Abdullahelkidlir was also ordered to pay costs of £204 along with a victim surcharge of £20.

 

Mayor of Bedford Borough, Dave Hodgson, said: “These decisions taken by the court support the action taken by Bedford Borough Council.

 

“Littering is illegal, anti-social and costs taxpayers more than £1million to clear up every year. That is why we have a zero-tolerance approach to all forms of environmental crime and have issued 475 Fixed Penalty Notices for littering and other similar crimes since April this year.

 

“We will continue to take action against the minority of people who believe it is acceptable to drop litter in the borough.”
