HMO Consultation

Improvig Standards in Rented Accommodation

A ten week consultation regarding standards in rented accommodation known as Houses in Multiple Occupation (HMOs) across Bedford Borough is now underway, closing on 18 December 2017.

The Council operates a system of additional HMO licensing to give more protection to residents who live in shared accommodation, converted properties and bedsit style housing.

Through issuing these licenses we have required landlords to invest in their properties, making them safer and in a better state of repair. For example, since this scheme was introduced, broad compliance of the HMO stock within Bedford Borough has increased by over 20%.

As a result this has seen standards in this kind of accommodation improve, benefiting both current residents and creating a good legacy for the future, and has also seen an increase in investment in the housing stock.

The existing additional HMO licensing scheme is due to come to an end in May 2018 after successfully operating for five years.  The Council is now consulting on proposals to continue with its additional HMO licensing scheme, to build on the successes of the current scheme and continue to protect the safety of residents.

Councillor Colleen Atkins, Portfolio Holder for Community Safety & Regulatory Services said: “One of the ways the Council prioritises the safety of its residents is by ensuring the Borough’s private rented sector is effectively regulated.  HMOs are an important part of the private rented sector and provide essential accommodation in a competitive rented market.

The current HMO licensing scheme has been hugely successful in improving the living standards for Bedford residents and I would urge anyone with an interest to take part in the consultation and have their say in the future of HMO regulation within Bedford Borough.”
