Allocations and Designations consultation

 A public consultation into the soundness of the Council’s Allocations and Designations Plan is now underway.


The Allocations and Designations Plan is a vital document which will help to shape Bedford’s future. It puts forward suggested sites for new development including housing and employment. It also identifies areas of land which should be protected from development because of their character or use. 


This 6-week consultation provides an opportunity for anyone to comment on the soundness of the plan. Tests of soundness relate to the process and procedures followed during the preparation of the plan and the suitability of the evidence base. The consultation will run until 14th November 2011.

The Council will consider all issues of soundness raised during the consultation before making its decision to formally submit the plan to the Secretary of State. Formal submission is anticipated late Spring 2012. It is the borough council’s intention that the document will eventually be adopted as a development plan document (DPD) as part of the planning framework for the borough.


Mayor Dave Hodgson said: “It is important that the ‘soundness’ of the Allocations and Designations Plan is tested, and we are seeking views on the process and procedures followed during its preparation and on the evidence base used.


“The plan is ambitious for business, setting aside the right sites in the right locations to enable economic growth and job creation. It is also good for our neighbourhoods and the local environment, with over 300 green spaces protected from development.


“While providing for the housing and the jobs we need, the plan will also protect against urban sprawl, after we withdrew previous proposals for development at sites such as the Bedford Athletic Rugby Ground on Wentworth Drive, Mowsbury Golf Course and green space north of Brickhill at Jackman’s Farm.”


Councillor Sarah Jayne Holland, Portfolio Holder for Community and Regulatory Services, said: “The Allocations and Designations Plan is a vitally important document for the future of Bedford Borough as it sets out future plans for development as well as seeking to protect cherished open spaces from development.


“We conducted a thorough review to identify suitable sites last summer. The responses to this have been carefully considered and have been used to put together a final plan.


“We are now asking local residents and any other interested parties to comment on the soundness of the plan. We are offering a range of ways to submit your responses and I would urge anyone who is interested in the plan to get involved with this consultation.”


The Allocations and Designations Plan no longer makes provision for Gypsy and Traveller sites; a separate plan (Gypsy and Traveller Sites Plan) is being prepared to cover this issue.  Further details about the Gypsy and Traveller Sites Plan can be found at www.bedford.gov.uk/gypsyandtravellersitesplan
