In 2015, you were kind enough to respond to my Freedom of  Information requests of January and May about (inter alia) any representation from Leonard Cheshire Disability requesting an  increase in their fees to enable them to pay the Living Wage. You  indicated that whilst Leonard Cheshire had requested an increase,  perhaps inflationary, they had not mentioned their wish to pay the  Living Wage as a reason for the requested increase. I wonder if you could please indicate if Leonard Cheshire have  since been in contact or negotiation with you on this issue, and if   so, what was the nature and content of this  contact or these  contacts.

Bedford borough council has just introduced a Public Space Protection Order banning cycling in the pedestrian area in the town centre. Section 59 of the Anti-social Behaviour, Crime and Policing Act 2014 states that councils may only introduce these orders on the condition that the behaviour will have a "a detrimental effect on the quality of life of those in the locality".With regards to this, I request any evidence that Bedford Borough Council has that shows that cycling in the pedestrian zone is having a detrimental effect on the quality of life of people in Bedford town centre.

Thank you for your request for information about planning application 08/02793/S73 which we received on 18 January 2016.  Your request has been considered under the Environmental Information Regulations 2004.

In response to the questions you raised on 14 December 2015 you have previously been advised that the Urban Community Council for Cauldwell and Kingsbrook was wound up a couple of years ago and we have not been able to forward your request to anyone who might have represented that organisation at that time.

The council does hold some of the information you have requested.  In relation to Q1 the standard consultation letter sent by the Borough Council to the UCC was despatched on 19 December 2008.  In relation to Q2 the letter was an automated request triggered during the validation process for the planning application.  As we received no response from the UCC we are unable to provide a response to Q’s 3, 4 and 5.

As you know, in October 2015, the government announced new measures to eradicate gender inequality in the work place. As a result, local authorities will be required to published pay and bonus data at some stage in the future, following on from the private and voluntary sector.

We are undertaking a Phase I Environmental Assessment of the above site. Please could you:
• Confirm whether or not this site is on your list of prioritised sites under Part 2A, or if there are any prioritised sites in the surrounding area;
• Let me know what conditions are likely to be imposed on any planning application; and
• Provide me with any further relevant information

By virtue of Part IIA of the Environmental Protection Act 1990 the Council was required to formulate a Strategy to detail how it plans to meet its duty to inspect land in its area and identify contaminated land under sections 78B and C of the Act.

There is one site within the area marked on your map, which is listed on our prioritised list of potentially contaminated sites, and will be assessed as part of our inspection arrangements. This is recorded as ‘cold store, factory/ works’, at an unspecified location within Bedford Business Park, Mile Road. It is not clear whether this is a previous or a current use. While the site remains in its current use, it is considered to be a low risk site with respect to contamination.

There is one site immediately adjacent to the Western boundary of the marked site, which is listed on our prioritised list of potentially contaminated sites. This is recorded as ‘mill, Jordans Mill-food processing’. The mill is a current land use. While the site remains in its current use, it is considered to be a low risk site with respect to contamination.

The risk status/ priority for inspection of these sites may change should new information come to light.

I cannot give a definitive answer regarding what planning conditions would be imposed should the site be developed in future, as it would depend on a number of factors, including the exact nature of the proposed development, guidance/ law on planning and contamination on land at the time, and so on. However, should it be requested that the site be developed to a more sensitive use e.g. housing, I am likely to recommend that an investigation for contamination be undertaken. I would also be likely to recommend this, if the development was likely to include a substantial amount of demolition/ construction of any kind. (Given the site’s industrial nature, and the secondary aquifer status of the underlying geology).

We do not hold any other relevant information on the site, nor any further information regarding former businesses there.

I would like you to forward to me the information of how many motorists have been fined there since the bus lanes introduction.

Since the bus lane was introduced in Shortstown, 9,707 Penalty Charge Notices have been issued.
