 We are currently investigating the use of premixed CDA herbicides (weed killer) and the volumes used per year. I am writing to you to ask whether your authority uses any of these herbicides and what quantity is used per year. Premixed CDA herbicides are used to control weeds, they may be used at your Grounds Maintenance / Parks and Countryside / Streetscene or Highways departments
We only need quantities for one financial year, ideally for us it would be the last financial year April 2014 to March 2015 but it could be any one year in the last three whichever is the easiest for you

The IRO guidance states that an IRO’s case load should be between 50-70 Looked After Children. None of the IROs have more than 70 Looked After Children on their caseload

 Please could I have the details of how many initial sickness review meetings were carried out by HR on behalf of (Head of Corporate Finance) during April 2013 to April 2014.  He was the head of the Corporate Finance technical team (5 Staff members) responsible for producing the final statement of accounts.

Pursuant to Section 17 (1) of the Act the Council

1.States that this is exempt information.

2. Specifies, that the exemption in question is contained within Section 40(2) by virtue of 40(3)(a)(i) of the FOI Act (FOIA) as it comprises personal data, and disclosure would be unfair.

Sickness absence initial review meetings are undertaken by line managers who can be supported by an HR Adviser.  Our records show that 23 sickness absence cases in Finance (including Revenues & Benefits, Pensions & Payroll) were carried out during the period April 2013 to April 2014.  However, there may have been other initial review meetings that HR have not recorded as they were not involved in supporting the manager.

In our response to you on 24 March 2015, in relation to EIR 7029, it was explained that concerns were raised over the wooden bollard’s effectiveness.  We therefore looked again at how best to prevent vehicles from leaving the road.

In these austere times, how does Bedford Borough Council justify to their Council Tax payers, the additional incurred expense of reinstating these bollards?

The Council has a statutory duty to investigate road safety matters and take action as it deems appropriate.

How will the installation of these bollards prevent drivers from losing control of their vehicles and leaving the carriageway?

They will improve visibility of the bend in the road and therefore drivers’ awareness.

Will Bedford Borough Council be installing bollards at every location where a driver has lost control of their vehicle and left the carriageway?

No.  An assessment will be made at each site.

If the answer to my previous question (7) is ‘NO’, why are these particular residents receiving preferential treatment?

An assessment has been carried out and reflector posts are considered to be needed at this location.

The purpose is to improve road safety.

I am interested in the amounts paid by each school in Bedford Borough Council's area to third parties in relationto temporary teaching/teaching assistant staffing cover.
I would like to receive an electronic breakdown of amounts paid through the department's purchase ledger by school.
I would like the information to cover the academic years 2014 / 2015 and 2015 / 2016 expenditure to date.

 

Under the provisions of the Freedom of Information Act, the authority must state whether or not the information exists and I confirm that we do hold the information you requested for the years 2014/2015, which is attached.

The information for 2015/2016 is not yet available as the deadline for submission isn’t until July 2016. 

Please note:

The data supplied has been obtained from the Department for Education (DfE) COLLECT Portal following the submission of Bedford Borough Council’s maintained schools Consistent Financial Reporting (CFR) returns for the financial year 2014/2015. We do not hold this data on an academic year basis.

The CFR returns from schools for 2015/2016 .  Please contact freedomofinformatiom@bedford.gov.uk for a copy

The data supplied is the total spend for CFR codes E02 (Supply Teaching Staff), E08 (Indirect Employee Expenses), E10 (Supply Teacher Insurance) and E26 (Agency Supply Teaching Staff). This has been presented in an excel spreadsheet and contains data at individual school level for nursery, primary, secondary and special schools.  

We have also supplied additional information which analyses for each school (where information is held by the council) the spend for E08, E10 and E26 by individual supplier. Where individual supplier is not apparent the nature of the goods or services purchased has been identified instead. Additional commentary/information as memorandum item/s is also supplied on these worksheets which should be referred to when reviewing the analysis.

(b) The names and addresses of the Rate payers referred to above for each property and their correspondence address (if different from the property address)

(c) The full billing authority reference for each property (this is the property reference not the account number)

(d) The current liability payable for the year 2015/16 & 2016/17

(e) The date the rateable occupier first became liable for the business rates

(f) If the property is empty that date it became empty

(g) Please also state which hereditament is currently receiving I. Charitable rate relief (mandatory rate relief) II. Discretionary rate relief III. Empty property rate relief IV. Listed building exemption V. Retail Relief VI Small Business Rate Relief VII. Any other relief

(h) List of all credits on account and the amounts

 

Further to your request for information, I can confirm that the information you requested is held under the Freedom of Information Act 2000.  However, the Council, for the reasons that follow, declines to disclose the information requested.

 Pursuant to Section 17 (1) of the Act the Council
1.States that the Business Rates data sets information requested is exempt information.
2.Specifies, that the exemption in question is the subject of an absolute exemption contained within Section 21 of the FOI Act (FOIA).

The Business Rates data sets are now published on the website.

As a rule these will be updated as follows:

Business Rates Data Sets – Monthly Balances

Written on and off – At least quarterly (possibly six monthly)

 Credit Balances – Bi-monthly
