The number of people who have died awaiting the start of an initial package of social care in a) 2013, b) 2014 and c) 2015.

Further to your request for information, I can confirm that the information you requested is held under the Freedom of Information Act 2000. However, the Freedom of Information Act 2000 does not oblige the Council to comply with a request for information if it estimates that the cost of complying with the request would exceed the “appropriate limit.”
The number of people who have died awaiting the start of an initial package of social care in a) 2013, b) 2014 and c) 2015.
We currently have 1,350 individual clients who have died following an assessment.  To clarify if these clients were due to receive a package of care prior to their death each case would need to be checked individually therefore exceeding the time limit which has been set by Freedom of Information.
This appropriate limit has been set in the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 which provides that for a local authority the appropriate limit is £450. This is calculated by reference to a maximum of 18 hours being taken and the cost of staff time being set in the Regulations as £25 per hour.  The Regulations also say that In calculating the amount the Council may, “for the purpose of its estimate, take account only of the costs it reasonably expects to incur in relation to the request in: (a) determining whether it holds the information, (b) locating the information, or a document which may contain the information, (c) retrieving the information, or a document which may contain the information, and (d) extracting the information from a document containing it.”
The Council has therefore decided to refuse your request

The Council's Non-Domestic Rate (NNDR) records reliably go back as far as 01/04/1994, however, some information is still available for the 01/04/1990 to 31/03/1994 period.
An NNDR assessment for Garage, Rear Of Chapel Farm, Church Road, Colmworth, Bedford, MK44 2JX existed for the period 01/04/1990 to 25/03/1995.  It was classified as Workshop & Premises.
Farms/Pig Farms do not pay Business Rates which means the Council will have no record of Farms/Pig Farms.
Shops/Farm shops potentially would pay Business Rates, however, no separate assessment was raised.
The farmhouse itself has been charged Council Tax since its introduction on 01/04/1993

Please could you provide the start dates, end dates and value of the following frameworks for the provision of adults with learning difficulties?
Definition: A framework is an agreement with suppliers to establish terms governing contracts that may be awarded during the life of the agreement. In other words, it is a general term for agreements that set out terms and conditions for making specific purchases (call-offs).
Residential care – We do not operate residential care framework.  We make spot/block purchases, negotiated in each case. We use ADASS EoE contract T&Cs.
Supported living - We do not operate supported living framework.  We make spot/block purchases, negotiated in each case. We use ADASS EoE contract T&Cs.
Domiciliary care – We do not operate specific domiciliary care framework for people with LD. We have a generic domiciliary care framework. Start date: 01/09/2011 - End Date: 31/03/2016 possible extension by a month or two due to imminent re-tendering of the whole framework. Total annual value for LD clients’ domiciliary care as of 29/01/2016 (SWIFT Fin 43) is £1,589,871.65.

The information you requested in relation to last known owners is being withheld as it falls under the exception in Regulation [13] of the Environmental Information Regulations 2004 which relates to Personal Information.
In applying this exception we have had to balance the public interest in withholding the information against the public interest in disclosure. The factors we considered in deciding where the public interest lay are that we could not identify any reason for the general public to be interested in this information which is personal data that should not otherwise be released.

The number of fraudulent school applications received by the council in each of the last two years (i.e. 2014 and 2015).
•If possible I would like a brief description of why each of these applications were labelled as fraudulent (e.g. lied about address/religion) and whether the application was for a primary or secondary place.

Under the provisions of the Freedom of Information Act, the authority must state whether or not the information exists and I confirm that we do hold the information you requested.We are not aware of any attempts to make fraudulent applications. No applications have been identified as fraudulent. The Council has a process for checking addresses for a sample of applicants. This process is carried out before the allocation of places is undertaken to ensure that any change of address is recorded as appropriate. Although the evidence provided by a small number of applicants identifies an address that is different to that held on the Council’s database.
