Please can you advise if the Council is an SuDS Approval Body (SAB) or has a contract in place with SAB and has adopted any sustainable urban drainage systems (SuDS) or has any agreements in place to adopt any SuDS within the borough.

Please can you provide a list of property addresses served by SuDS and who bills the property for the surface water drainage charge for these properties.

Your request has been considered under the Environmental Information Regulations 2004.

In December 2014, the Government announced that schedule 3 of the Flood and Water Management Act 2010 would not be enacted and SuDS would be dealt with by strengthening the existing planning policy instead. This change took place on the 6th April 2015, when the Lead Local Flood Authority became a Statutory Consultee for Surface water drainage on all major developments. The SuDS Approval Body (SAB) has not been implemented, therefore the Council is not a SAB and there is no contract in place.

The Council has adopted SuDS in the past with commuted sums in place for maintenance and will consider the future adoption based on their merits and maintenance arrangements/commuted sums.

Please can you provide a list of property addresses served by SuDS and who bills the property for the surface water drainage charge for these properties?

The Council does not hold this information. For new builds, information should be sought form the developer, including clarification on any maintenance responsibilities a property owner may inherit or any maintenance agreements they may be required to fund should any exist through a management company.

Water and Sewerage Companies will normally include a surface water charge in their bills where roof water from a property connects to a public surface water sewer.

Drainage infrastructure serving a single property within the curtilage of that property will be the responsibility of the home owner to maintain, unless directed otherwise.

The information I am requesting is as follows:
1)What work has your council been carrying out with NHS providers to create ‘Sustainability and Transformation Plans’ (referred to at STPs hereafter), including to close the three ‘gaps’ highlighted in the Five Year Forward View? These gaps are defined as “health and wellbeing”, “care and quality”, and “finance and efficiency”.
2)What has been the level of council involvement in developing these STPs, including in potential meetings hosted in your region to refine STP details?
3)What level of involvement did the council have in helping to nominate a single leader to head the STP process for your ‘footprint’ region?

Under the provisions of the Freedom of Information Act, the authority must state whether or not the information exists and I confirm that we do hold the information you requested.

The information I am requesting is as follows:

What work has your council been carrying out with NHS providers to create ‘Sustainability and Transformation Plans’ (referred to at STPs hereafter), including to close the three ‘gaps’ highlighted in the Five Year Forward View? These gaps are defined as “health and wellbeing”, “care and quality”, and “finance and efficiency”.

Bedford is participating as a member of the STP steering group with the development of a number of work streams aimed at supporting the development of the STP.  These are at an early stage of development though we have made good progress.

What has been the level of council involvement in developing these STPs, including in potential meetings hosted in your region to refine STP details?

The Chief Executive of the Council and the Director for Children’s and Adults’ services are both members of the steering group.

What level of involvement did the council have in helping to nominate a single leader to head the STP process for your ‘footprint’ region?

Full involvement via representation on the steering group.

For the information requested, any information from public meetings, minutes of discussions with NHS organisations, and any relevant emails would be much appreciated.

Please find attached information requested, however the STP is being coordinated by the STP steering group and led by the Chief executive of Luton and Dunstable Hospital.

The overall information would be held by the Luton and Dunstable Hospital and the contact is Pauline Philip, Chief Executive Luton & Dunstable Hospital) Pauline.philip@ldh.nhs.uk

For any of the above information, if you are unable to provide exactly what was requested but are able to provide similar information relating to your council’s work in the STP process, please inform me as soon as possible and I will tell you whether I would be happy with that request instead.

Bedford Borough Council have recently installed ‘double yellow lines’ in the mouth of the Junction of Greskine Close with Ettrick Drive in Putnoe
Within a matter of a week or so, these yellow lines are being totally disregarded by the same local residents whose inconsiderate and dangerous parking made these markings necessary in the first place  Egress from Greskine Close whilst vehicles are parked in the manner of the attached photos is blind from the left and very dangerous.  Someone is going to get hurt.
Is there to be any enforcement of these double yellow lines or are they merely a deterrent?

Your request has been considered under the

Environmental Information Regulations 2004.

The information requested is below.

Is there to be any enforcement of these double yellow lines or are they merely a deterrent?

The double yellow lines in Ettrick Drive are enforceable and not just a deterrent.

Due to the changes to CON29

can you please advise the following:

Has the property been nominated as an asset of community value?

If so

Is it listed as an asset of community value

Was it excluded and placed on the 'Nominated but no listed' list

Has the listing expired?

Is the local authority reviewing or proposing to review the listing

Are there any subsisting appeals against the listing

If the property is listed

Has the local authority decided to apply to the land registry for an entry or cancellation of a restriction in respect of listed land affecting the property?

Has the local authority received a notice of disposal?

Has any community interest group requested to be treated as a bidder?

Your request has been considered under the Environmental Information Regulations 2004.

The property department that process the Assets of Community Value requests advise me that applicants will be referred to the Councils webpage where there is a list of properties accepted as Assets of Community Value and a list of unsuccessful properties along with information regarding expiry dates and further information:

All listed properties have the following restriction registered with the Land Registry:

No transfer or lease is to be registered without a certificate signed by a conveyancer that the transfer or lease did not contravene section 95(1) of the Localism Act 2011.

Once the Council receives notice of disposal, that detail will be added to the ‘further information ‘column mentioned above.  If a community interest group requested to be treated as a bidder that would also be entered on the list above.
