businesses in this local authority which we received on 1st April 2016. Your request

This was to undertake Carriageway resurfacing work.
The street lamps within 50 metres of the 30mph sign on the northbound approach appear to have since been switched off, is this for a reason? What is that reason

2. Do the lifts have a comprehensive (including maintenance visits, parts and labour included) or basic (maintenance visits only included, all call outs/repairs charged additionally) maintenance contract?
3. How much is the annual maintenance cost per lift (e.g. ‘headline’ cost on last tender quote)?
4. (a) How much in addition to contract (i.e. question 3, above) is spent per year (i.e. call outs due to misuse etc)?
 (b) How much in addition to contract is spent per annum on major works such as installations and refurbishments?
5. When is the current contract due for renewal?
6. Does the council manage its own contract or is this done by an FM company or consultancy?
7. What is the name of the current maintenance provider?
8. What are the contact details of the council officer in charge of managing this contract?

3. Tender quote per annum for service of all lifts is £23,320.00 plus vat.  Service cost for a passenger lift is £540 per annum, with some variation for lift type.  Goods and platform lifts service cost is dependent on lift type.

4a) .  Expenditure on call outs and remedial works for the financial year 2015-16 was £106,364.05 plus VAT.

b)   Upgrade to call safety systems (underway) 2015-16 spend £5,840 plus VAT.

If so please can you provide a list of residential and commercial properties identified in the council catchment area as being in areas at risk of flooding from rivers, the sea and surface water and if applicable vulnerable to coastal erosion.

Bedford Borough Council’s Local Flood Risk Management Strategy was published on the 4th November 2015. The Strategy is an important tool to help understand and manage flood risk within the Borough and details how the Council and its partners work together to manage and reduce the risk. It is a strategic document so no properties, residential or commercial have been identified within the strategy as being at risk from flooding. a) Has any guidance been issued by your local authority as to how to interpret eligibility under s42(1) for adult safeguarding intervention?
b)  If such guidance has been issued, can you please supply a copy?
c)  If adult safeguarding intervention is refused because the abuse victim is not eligible under section 42(1) has your local authority issued guidance on what response should alternatively be provided to such victims?
d)  If such guidance has been issued, can you please supply a copy?
Inherent Jurisdiction of the High Court:
2. In the 12 months ending 31st December 2015 on how many occasions has your legal department applied to the High Court in relation to inherent jurisdiction in an adult safeguarding situation?
3. If applications to the High Court have been made in relation to inherent jurisdiction, how many of these related to an inability to gain access to a person suspected of being abused?
Commissioning practices:
4. When commissioning care services does your local authority have a policy to take account of the results of CQC inspections?

This process would be overseen by our Care Standards team, through their processes. The Care Standards Team in line with the Bedford Borough Suspension policy and shared with the adults and community services senior management group have the power to suspend the use of a provider to ensure the safety of service users. Care Standards work with CQC.
b)by not commissioning domiciliary care from services with inadequate ratings
Where relevant and proportionate to the subject matter of the contract, the Authority would take into account CQC ratings. A set of compliance questions are prepared for all providers to respond to when submitting an application for a contract. Technical ability and experience is taken into account as part of the provider assessment process. In addition, care providers are also required to satisfy our Approved Provider Process. This includes new providers demonstrating their registration with CQC. Following the completion of this element of the Approved provider process, the Care Standards team conduct a monitoring assessment, which must be satisfactory before any care packages are placed with the provider. As above, the care Standards team have the power to suspend a provider where necessary.
5. With regard to service users in places commissioned by the local authority where those services have inadequate ratings by CQC:
Currently Bedford Borough have no providers with an inadequate rating.
a)Does your local authority have any policy to provide extra monitoring or support or intervention for them?
The care standards service could increase monitoring in the form of regular visits, the completion of a Bedford Borough monitoring assessment assessing against Bedford Borough Council benchmark standards, based on our findings Bedford Borough would complete an Action plan. 
b)If you have such a policy, can you please supply a copy?
N/A.
c)If you do not have such a policy, can you please advise as to what actions you take to ensure the safety and wellbeing of the service users affected.
The care standards team now aim to complete full monitoring assessments with all provider in the Bedford Borough location annually, these assessments would be prioritized  based on intelligence we have from care management teams, commissioning, safeguarding team,  CQC inspection reports, health partners or known changes within the organization i.e changed of registered manager or responsible individual.

We are instructed to act in connection with the purchase of the above property, and our environmental search has revealed that the property is located on land identified to have a potential risk of contamination at or close to the property.

Your request has been considered under the Environmental Information Regulations 2004.
The environmental search report which you kindly provided states that ‘further action’ is required for this site, due to the presence of an unspecified ‘factory or works’ within 25m (on the 1982 OS map).
I have searched the records held within the Trading Standards and Environmental Health Department, and have found the following:
The ‘factory/ works’ was a tannery, (as suggested by the street name). This was investigated and remediated under Conditions 9 and 10 of the planning permission for the development of which this property forms part (ref 93/01110/FUL and 98/00053/FUL. Both the Environmental Health Department and the Planning Department were satisfied that the requirements of these conditions had been met.

There are two footfall counters in the town centre provided by a company called Springboard who offer this service to local authorities nationally.  There is one camera above Debenhams main doorway on High St/Silver St and one above M&S on Midland Rd/Harpur St corner.

I have attached a separate spreadsheet to this email which details the monthly footfall in the town centre, going back to 2013 and includes March 2016. In summary, 2015 saw just over 14 million footfall, up by almost 2% on 2014 to just over 250,000.  Compared to 2013, it is up by 2.6% and an actual increase of over 350,000.  Nationally, footfall was down by 2% in 2015.

If a parent/guardian contacts the council regarding a complaint it is explained to them that they need to contact the school directly, and access the schools complaints policy, which must be available to download from the school’s website. The Council employs three Visiting Officers whose responsibilities include proactively visiting Non-Domestic properties in order to ensure there is entitlement to reliefs or exemptions.  In addition, planning lists are monitored and, through proactive checks where it comes to the attention of the Visiting Officer that there has been a change to an existing hereditament, or the building of a new hereditament, a report will be raised to the Valuation Office Agency.
The Council has also utilised the services of a third-party company in order to identify any missing hereditaments from the local rating list.  The company involved was Capacitygrid who undertook their review in November / December 2015.

No.  However we ask for a donation each year, but this is not mandatory.

What are the conditions/restrictions/rules that these groups have to abide by when using these areas?

We ask that they agree to our standard conditions for events / activities in the park, which includes obtaining their risk assessment and public liability insurance.  Also that priority must be given to other park users if they are using paths and park furniture and that trees must not be used as equipment.
