We had a total of 8 racist incidents reported to the local authority during the period 1st June to 30th June 2016, we are unable to say whether these incidents were hate related as the data is not categorised in this way.

 Afternoon , I'm writing a letter on the behalf of my cousin ( x)who is experiencing some troubles with her student finance application. Currently student finance require any sort of council documentation that states the days 25 July 2007 - 1st of September 2007. What ever documents you can provide with these dates will ensue her application gets processed through this could be (school reports, any sort of council letter with her name on it, statements

Further to your request for information dated yesterday, I believe that the information you requested may be held under the Freedom of Information Act 2000. However, the Council, for the reasons that follow, declines to disclose the information requested.

You requested, on behalf of x documentation the council may hold regarding Panashe between the dates of 25 July and 1 September 2007.

Pursuant to Section 17 (1) of the Act the Council states that this  is exempt information as the exemption in question is the subject of an absolute exemption contained within Section 40 (2) (Someone else's personal data) of the FOI Act (FOIA).  An explanation follows below:

1.  Does the work of your Troubled Families programme(s) include help for parents to work through difficulties in their couple relationships as well as with their parenting skills? If yes, please describe in as much detail as possible what work is typically done with couples.
2.   Do you use any specific programmes and/or refer to external agencies e.g. Relate, or is help delivered directly by keyworkers working within the Troubled Families programme?
3. Do you provide any Children and Adolescent Mental Health Services (CAMHS)? If yes:
a. Do your CAMHS workers routinely collect information on the background circumstances of children and young people presenting with mental health services in particular with regard to exposure to intense, unresolved and frequent parental conflict (violent and non-violent) or experience of the breakdown of their parents' relationship, and if so, how?
b.  When and if negative family circumstances such as parental conflict and relationship breakdown are considered to be implicated in their children's mental health problems, are parents i) seen by the services treating the child or young person and/or ii) routinely referred to other services such as Relate?
c.  If the answer to either part of 3.b is yes, how many parents have been seen in CAMHS or referred to other services in the last year?

In June 2014 the Government introduced new legislation to criminalise emotional or psychological abuse of a child,the so called Cinderellas Law.

On 12th February this year the Chief Executive of CAFCASS was interviewed in the Daily Telegraph stating

"Divorced parents who "brainwash" their children against ex partners are guilty of " abuse".The deliberate manipulation of a child by one parent against the other has become so common in family breakdown that it should be dealt with like any other form of neglect or child abuse"

How many parents have been referred to Police for " brainwashing " a child / children during child arrangement orders overseen by Local Authority Children's Services Departments

Further to your request for information, I can confirm that the information you requested is held under the Freedom of Information Act 2000. However, the Freedom of Information Act 2000 does not oblige the Council to comply with a request for information if it estimates that the cost of complying with the request would exceed the “appropriate limit.”

This appropriate limit has been set in the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004 which provides that for a local authority the appropriate limit is £450. This is calculated by reference to a maximum of 18 hours being taken and the cost of staff time being set in the Regulations as £25 per hour.  The Regulations also say that In calculating the amount the Council may, “for the purpose of its estimate, take account only of the costs it reasonably expects to incur in relation to the request in: (a) determining whether it holds the information, (b) locating the information, or a document which may contain the information, (c) retrieving the information, or a document which may contain the information, and (d) extracting the information from a document containing it.”

The Council has therefore decided to refuse your request.

Response: We do not hold this data as such and it would take over 18 hours for us to go through all the Child Arrangement Order (CAO) cases to obtain this information.

We are not aware of any locally in the press.
