Litter Bins

Duel Slot Litter Bin

Bedford Borough Council regularly service over 750 bins on regular schedules devised to ensure that no bin overflows throughout the Borough.  The litter bins are normally placed in areas of high pedestrian traffic and where a litter problem has been identified, particularly in the town centre, outside local shops and other high-litter problem areas.

Bedford Borough Council has now installed dual recycling bins to increase our recycling.

What the Council does:

  • provides and maintains litter bins in the Town Centre
  • empties litter bins provided in the rural areas by the relevant Parish or Town Council
  • works with businesses to resolve ongoing litter problems, requiring businesses to provide and maintain litter bins for public use if that prescribed business is creating an unresolved litter problem

What the Council does not do:

Bedford Borough Council is not responsible for automatically emptying bins provided on private land or by a private business.  For example, if a retailer provides a bin outside their business it is their responsibility to empty and maintain it.

Standards and Response Times:

The Council assesses the bin size, type according to the needs of the community and environment in which it is placed, along with the likely usage and will empty the majority of our litter bins in the borough at least weekly. Those that are in the town centre are emptied at least twice a day (including Saturdays and Sundays) and those by local shops are usually emptied on a daily basis. If the Council receives a complaint that one of our litter bins is full, we aim to respond within 3 hours in the Borough and within 1 hour in the designated town centre area, where resources allow.

Requirement

There is no legal requirement for an authority to provide litter bins. Bedford Borough Council assesses the need for bins according to the use of the area and if necessary will install them on an adopted public highway or on open land under our direct control.

Sometimes the presence of a bin attracts rubbish and fly tipping and we can improve a litter situation by removing the bin! Also, on new developments it is the responsibility of the developer to install and empty new waste receptacles, until the land is adopted by the Borough Council. In some cases the land can remain in the hands of the developer years after the development has been built.
